When I open my emails, the notification bar always appears half way down the list.

Is there a way to set it so it appears at the top with the most recent email?

Try a hard reset.
7 Reset
Hold the power/wake button and the volume down button at the same time until the Apple logo appears. Then release.

Other phones:
Hold the top or side power/sleep button and the home button at the same time until the Apple logo appears, then release.
