i want to lock my message icon & setting icon

in iphone 4s after that no one is open my message and not do any changes in setting

to the best of my knowledge all you can do is passcode lock your phone.

You need to set up a code for the device but there is no lock specifically for email and settings.
In Settings, scroll down to Touch ID and Passcode.
