Cydia icon & JB icons not on Springboard but ARE under Settings

I have an issue with my jailbreak. I'm on an iPad 3 running IOS 7.0.6. My YouTube app & Safari app weren't working so I RESET (I did not restore) the iPad. I am STILL jailbroken though & my Cydia apps ARE under Settings so I can still use them. I'm also able to access Cydia via Activator. But, why isn't the Cydia icon & my jailbroken apps icons aren't on my Springboard?

I'm not sure. What type of reset did you do?
