My laptop emails sync with my iPad, where if I delete an email, it is deleted both places, and I can view my email folders on both devices, but my iPhone 5s does not show my hotmail folders nor does it sync when I delete, etc. Help!

I don't know. Did you set it up the exact same way on both devices? My old Hotmail folder shows up in my Outlook.com account on my iPhone 5 and it syncs with my other devices. Try removing the account from your iPhone 5S and reconfiguring it.
