Why does my iphone restore photo's unwillingly

So this is maybe the third time this has happened to me; my iphone 6 put back all my deleted photo's, even from 2 years ago, without me doing anything. I don't know why my phone does this all the time. Now I have to delete all of these 10000 photo's again. Is there a way to fix this?

Login to the iCloud website and delete the pics from there. Note: doing so will also remove them from all of the devices configured to that particular iCloud ID.
