Why am I unable to sign out from my iCloud account?

I am really frustrated. I am trying to sign out from the iCloud account from my 5s but whenever I enter the password (password is correct) all time it says that I have to turn off the find my iPhone first. And to do so a verification failed message pop up. I don't understand, what type of verification is wanted. Please help

On the device. Go to Settings → iCloud and then disable the toggle next to Find My iPhone. Afterwards, sign out of iCloud.
