installing ios6xx into ipad2 gsm

I have down loaded what I think is the correct zipped folder of ios6.13 restore.zip. I unpack it but the file "restore.ipsw" does not appear to be anyplace in the folders. I am using win XP and it is looking for the *.ipsw but does not find it. What am I missing/doing wrong?

First off what OS are you currently running on your iPad, if it's IOS 7 you cant roll back without your previous OS.

Can't be done. You have to stay where you are or update to iOS 7.

That's too bad, reading the instructions suggested that if I was not presently using ios7 I would be able to do that. Even though '7 has been out for a while and changes have been made I still hear from folks who are far more in tune to the "iWorld" than I am that while things are better they still arn't all that keen on a number of the "improvements" and the way the devices operate.
