Unfortunately you can't. Once any device has created three iCloud accounts, it can not create any more - this is tied to the hardware, not the account. You can't delete iCloud accounts. You will have to create a new iCloud account on another iOS device or a Mac/PC, then you can log into it on the device that has reached it limit.
