How do I disable a VPN that will not turn off?

I am trying to access Draft Kings with my cell phone. It requires VPN to be off and have location services on to access where I am. My Norton VPN I have it turned off but the VPN in the settings list for my iphone if I toggle it off it automatically goes back on without me doing anything. It's driving me nuts. How do I get it to stay off when I want it off?

Have you tried swiping the app away from view, or restarting the phone? Those two things should disconnect any connected VPN.
