How can I go back to 9.2 from 9.3 in iTunes?

want to go back to 9.2 from 9.3 in iTunes

Since installing upgrade last night lots of things in settings are shaded out( can't open ). Icolud, face time, Twitter, Facebook and more... What the heck? Suggestions. Wants me to turn off find my iPhone but iCloud settings won't open to turn off find my iPhone

Since Apple has stopped signing iOS, downgrading to 9.2 is no longer possible.

Welcome to iMore! I would start over. Restore a fresh copy of 9.3. Make sure it's set up properly.
