4s Display keep tilting and blurred

The 4s display is getting weird, a lots of moments the display is tilting up and down super fast, for me is very hard to see the display and don't get desy, also when trying to make a screen capture the display gets al weird and start tilting more fast and I'm unable to see anything on it had to start pushing home button to stop and start tilting less fast that let me move throughout the phone

I'm sorry, but I don't understand your dilemma. What do you mean the "display is tilting up and down super fast"?

I would wipe and setup as new

I did that before coming to IOS 7 and was having the same issue before, but now is annoying

That is definitely not normal. You may want to make a genius bar appointment with the nearest Apple Store.
