Iphone 4s not notifying of a text or email when phone in sleep mode.

My 4s phone will not notify me with a sound of either a text or an email when the phone is in sleep mode. If the phone is turned on i.e. screen is lit the text and/or email sound will occur.
Just update to IOS 9 with no difference.

Under settings, notifications, do u have "show on lock screen" turned off/on ?

Also, make sure that "Do Not Disturb" mode is not enabled.
