BBM PIN PROBLEM ON iPhone 4S

i installed bbm on my iphone 4s lets say the pin was 7555555 and then ios 7.1 beta was out so i restore to ios 7.1, and i set as new iphone without restore backup, after that i installed bbm again and set bbm with the same bbid (7555555), but why my pin was changed again? now become (for ex: 7666666) and i try to restore back to 7.0.4 (clean without restore) again, and i'm shocked my pin changed again with the same bbid, now lets say it become 7777777.
is it normal? how to get the 1 fix bbm pin so i can share to others? thanks

High likely it will get new PIN. When you restore, actually it's doing reinstall. I never try it though.
