Where specifically does Apple store photos in the Cloud?

Once I got my hands on iOS 8 I instantly dove into figuring out how the new iCloud library works... I got beta 2 today and it seems to actually work across my devices now, but I'm still a little lost as to what it truly does. I understand that it puts all my photos on each device at minimal storage capacity, however where does it actually store them in the Cloud??? I can't find a place to actually look at my iCloud photos other than my iPhone and iPad... Additionally, if I delete a photo from my device it says it will delete it from all iCloud enabled devices. Does that mean it's gone forever though? The recover photos album just seems like a place for accidentally deleted photos... but maybe I'm missing something. Any help would be much appreciated!
