I've just finished downloading and installing iOS10 on my iPhone SE, and it appears to have failed. It re-booted into recovery mode. Did I brick it?

No bricked as being not usable. It's either a bad load or some other error. We are trying to pin point what the issue is, but it will not be BRICKED.

Is it better to do it OTA or via iTunes. Should I do it when I get off work @7 Central or does it matter if I wait a few more days or not

My belief is OTA, smaller file, and less chance of failure. It's what I have been doing for a long time now.

Apple put out a statement saying that a flaw with the initial deployment of iOS 10 today caused the bricked mode, but it has been fixed and OTA updates are ok again.

Not for me. I can't restore even with iTunes. The initial soft-brick appears to have turned into a hard-brick. Thank goodness I live close to an Apple Store. Regardless, I'm NOT. HAPPY.
