Why isn't my cellular setting staying on in Settings?

Cellular setting not staying on in Settings

When you check a program under Cellular settings to use Cellular Data it will turn off as soon as you exit the settings. This is on IOS 9

It's a beta. Sometimes betas have issues. If it still does it after iOS 9 is officially released, then be concerned. In the meantime, try a hard reset.
Hold the top power/sleep button and the home button at the same time until the Apple logo appears, then release.
