Why isn't Incoming Skype notifications working on iPad or iPhone?

Skype works well on my PC and iMac. On my iPad & iphone I can ring out but I do not get a ring for incoming call unless I have used it in the last few minutes. I think the problem is that both iPhone & iPad sign me out.

Then sign back in. Also, go to Settings - Notifications - Skype and make sure that the notifications settings are correct.
