Where to download the Ipsw file to downgrade to iOS 8.4.1?

I'm trying to downgrade from iOS 9 to 8.4.1 for my iPad mini 2. There are several places on the web to download the Ipsw file. Are they all reliable? Or is there a reliable place to download it from? thanks!
