When you buy iPhone using carrier installment (JUMP, NEXT, etc), does the device locked to carrier?

I know if I buy a 2 years contract, the device is locked, but if I buy ATT NEXT or T Mobile Jump, is the device also locked?

Just curious.

It'll still be locked as long as you are paying on it. Once you've paid it off, you're free to unlock it. Though I've heard that T-Mobile will unlock before the device is fully paid off, I've never done it so I'm not sure. AT&T I'm pretty sure doesn't offer the unlock until fully paid.
