Update 9.3.2, does it cause problems for the 4s?

Update 9.3.2

More of previous question.....I was told the update causes problems for 4S, and then told by a "genius" that the problems have been fixed. Haven't yet updated my 4S or my iPad Air2.
Any advice ?

You can update to iOS 9.3.1.
