Skip forward and Skip back buttons in iOS 9 Podcasts app

These seem to be missing on my iPhone 6 but I have seen them in screenshots from others. I can't seem to find the setting to turn them on and I've looked everywhere. Any hints?

They're there for me on the Podcast 'now playing' screen...

Wish I could figure it out. It was my most used feature in the previous version.
