On my SE it’s under Touch ID and Passcode but it leads to the same settings.
It might be better if in future “Control Centre” were not selected by default, as I assume that it is currently. If it isn’t, I don’t recall ever selecting it.

I have disabled that setting on every iPhone I have owned since Control Centre has been added, because of that reason.
It's really a trade-off between convenience and security, and in this case, convenience has won.
