Passcode not asked for when phone reset

I am being accused of going onto my partners phone as after the battery dying and it being plugged in and restarted, it accepted just fingerprint recognition, didn't also ask for the passcode. Please could someone shed some light as I'm not very happy at being accused of snooping?

There are about 6 reasons that a device would ask for a passcode and a reboot is #1. Additionally, Touch ID isn't active minus a passcode. Are you certain that the passcode wasn't switched off thus not requiring one after a reboot?
