Outrageous Power Consumption

I just got a used Mac Pro 2009 with dual 6 core Xeon 3.33ghz
Total 12 cores.
Idiling it is using about 11 amps or about 1265 watts. No open apps.

I bought it to run [redacted] with 24 1080p security cameras.
When [redacted] is running, it is up to 24 amps or 2760 watts.

I know how to use an ammeter and it the results are pretty clear.

I thought the power supply was only rated for a max of 980 watts.

My central AC uses this type of power consumption.

I tried two different ammeters to test and got the same result.

Anybody know if this is normal?

Did you see if the vents are clear from dust?
