How does one allow calls from the local area that notify of natural disasters, local violence, etc. that depend on one's location?

Unless you’re alone in a desert without anyone around you for miles and hours, you’ll know about Emergency alerts even if you don’t have a phone at all.
Don’t overthink it.

Calengoo allows for 1, 5, 10, 15 minutes snooze, or a custom interval. It also shows iOS reminders (or Google, or proprietary ones), if you tell it to do so.
I agree it's a shame that the iOS stock calendar does not allow for more comfort and flexibility, after all these years.

Do Not Disturb will not block Emergency and Amber alerts as long as you have those toggled on in Settings.

You can customize to let anyone’s call to come through.

Emergency Alerts are different. They are located under Notifications and can be disabled there.
