My outlook folder structure on iphone is different from outlook-imac

I have 4 ways to access my email: webmail, and (using outlook) on my imac, iphone (6) and ipad.
I cannot get the folder structures to appear the same.
Webmail and outlook on my imac are the same, and also the structure on the iphone and ipad are the same, but different from the imac/webmail structure.
How can I get them all to look the same and have all actions (send, delete, etc) fully syncgronized betwee all 4?

With Mac Mail... you can have folders/mailboxes under your Outlook account that are on you mac, or on your mail provider server via IMPAP... mobile devices will only see the ones on the server via IMAP.
