Is there any reason I can't delete all the files in my downloads folder. MacBook pro, el capitan

Looks like this is taking up alot of space and need to free up some hard drive space.

With the exception of you needing those downloaded files, you should be able to delete everything therein. With that in mind, get a USB drive or another type of external drive and save your downloaded files on it instead of on your MacBook, if you're concerned about storage space.
