Is it possible to move an iPad from my account to another?

I bought me an iPad mini last Wednesday. is it possible to move the iPad 2 that is currently on my account to someone else’s account in my house hold

Do you want to set it as new on that other account or do you want to keep some data and information still intact while also moving to that other account?

If the first, simply restore the device and set it up as new.

If the latter, simply log out of iCloud and log in with the other account.

Yes, that way you prevent any issues from happening, both bug-wise and privacy-wise

I agree that setting it up as new is your best bet.
