iPhone X taking forever to restore from iCloud

Yesterday I purchased a new iPhone X and I've been stuck trying to restore it from an iCloud backup. I've tried everything. I've tried connecting to WiFi, using cellular network, uninstalling apps/reinstalling apps, and nothing will download. I pause the download and unpause it and nothing happens. I restart the iPhone and nothing downloads. I'm at my wits end. Any ideas on why my apps won't download? Thanks!

How long has it been in this state? How is your internet connection?

Reboot your router and modem to make sure you have a stable internet connection. Reconnect to your Wi-Fi network and then try again. If you have a good deal of photos and videos, then it is going to take a while to restore and sync back to the device.

I had to stop the restore and download each app individually in order to get anything to download.
