I have issue with iPhone upgrade program exchange at&t.

I called in dec 9 to get unit exchange due to an issue I had with it the representative told me a replacement would be done I would have to wait for the shipping department for a label.

today I talk to a supervisor she saying it possible exchange and also not possible to do exchange only return and rebuy

Is it even possible to do they been saying it is but there giving me both answers ?
