iPhone 5S Screen Hop

I have been having an issue with the screen jumping on me. It is happening on the stock apps like contacts. I would scroll down to say "S" using the right side navigation bar and once I pick up my finger it would jump back up to say "A" or "B". I am sure it is not me but again time to visit "the apple store"... any one has any ideas?

I did restore and setup as a new phone but the issue is still sporadic. Does not happen all the time but still it is a pain in the rear when it does that...

How clean is the screen... Maybe something is interfering with the touch at the top and causing it to go back up?
