iPhone 4 Camara performance in ios7

My sister has the iPhone 4 and recently updated to ios7. Since then she has noticed her photos have become more blurry or brightly washed out In comparison to ios6.

Is this a known problem and can it be fixed?

Also she has noticed Facebook consistently crashes. She shuts down the phone frequently already which I thought would help.

Any suggestions to change camera settings or an app to correct this? Or is only solution to upgrade the phone?

If she updated to iOS 7 over the air, tell her to back it up and then restore it and set it up as new and then test the camera.
