IPhone 3GS no service, cant Activate.

So i purchased an Iphone 3gs on Ebay and I cant get past the Activation screen.... Its telling me i have no service and every time i try to activate i get the same error message... Something along the lines of "Cant connect to the server at this time". The IMEI is fine ive checked it, the Phone itself im 99% certain was unlocked by o2 for a small fee. The ICCID is apparently Unknown. Im using a Giff Gaff Pay as you go sim in it.... Ive tried several other Sims from o2 and T-mobile with no joy. Ive no idea what OS or firmware its using as i cant get into the phone, if i could id perhaps try and follow some instructions on how to fix this as ive seen many videos etc.... Any help would be appreciated.

Have you tried connecting it to iTunes? If not, do so and see if there is an update for it and if so, update it. Also, you might want to use iTunes to restore it as new to see if that helps.
