Because they know that people are not always looking at their phone. Always on display is pointless, you only need your display on if you are looking at it.
I don't think you understand what always on display means. It is not on 24/7. Apple could do it like moto does where it uses sensors to tell when looking at the screen to cause it to light up.

So, I'm not on the beta, but on iOS 11, at least for iPhone X, it has raise to wake and then the phone does not dim on the default timeout if it senses you are actively looking at it after it is unlocked (using the FaceID sensor) so isn't that just like always on display? (Settings / Face ID & Passcode / Attention Aware Features - turned on and the display will not dim or time out.)

Other than GPS issues, I've had a couple resprings, however, overall still a solid beta.
GPS is an easy fix. So it’s not a problem unless you leave it a problem.
I personally have had issues with the signal/battery icons randomly disappearing from the screen.

GPS is as much a problem as you think it’s a problem.
For one person it may be an inconvenience at best while for the other it’s the end of the world.
Nobody should dismiss other persons findings in such threats like this.
