How do I turn off the sounds made by Line on my PC when there are NO options I can find?

Every time a notification of a new comment is made by someone (over 1400 someones, in over 125 chats), my PC makes an annoying sound!!!!!

How do I shut off the damned sound, but still see the notifications as they pop up?

I assume the app or the PC has a sound-related setting, but since I don't have a PC or the app you mentioned, I can't say for certain.

Somewhere in the app's preferences or settings there's probably a means of turning sound off...perhaps the developer's web site might have a help section that will point you to it.

I don't know what else to tell you. I don't use a PC and I don't use the app you're referring to. Have you tried seeking assistance via the Windows Central Forums -- Windows Central Forums -- or via the app developer's website?
