How do I delete a city from my weather app on my iPhone 6?

I clicked on the three lines on the bottom right of the screen. Next slid the city name left to expose the red delete box. Next clicked on the red delete box. The city disappeared from the list, BUT after shutting down the iPhone and starting up again, the city appeared again! How can I solve this problem?

The stock weather app... there's a "current location" that can only be turned on/off - can't be deleted.
