How do I delete pictures from icloud without it affecting the ones on my phone?

Read this part.

"The photos and videos that you delete on one device are deleted everywhere that you use iCloud Photos. Photos and videos stay in the Recently Deleted folder for 30 days before they're deleted permanently."

The only way to do what you are asking is to turn it off.

The only way to do what you are asking is to turn it off.

lol yes, i actually just turned it off. that's what i got from that. i was wondering if there was a way to keep it on. alas, it seems if i did, it would resync it or something. not the answer i was hoping for but it works. thank you.
