After I installed Zephyr my iPhone 4 running ios 6.1.2 locks up after awhile.I have to do a hard reset then it goes into safe mode.I tried uninstalling and reinstalling.

What else do you have installed? Like the last tweak before Zephyr. Many of us use Zephyr with no problems. It must be not compatible with some other tweak you have
