Does "location services" need to be enabled to add NBA tickets to Passbook?

I'm trying to add my local NBA team tickets to passbook but when it hit "add to passbook" it won't me. I read where you need location services ON to add 'em, is that true?

I've never used Passbook for "tickets", however, the cards that I do have installed does not require that I have location services enabled for the Passbook app. Having said that, I don't see why it is required just to add purchased NBA tickets. Try completely closing out the app, and then reboot your device and try to add the tickets again.
