Could someone clarify what the "Search and Siri Suggestions" does?

I may be over critical, but couldn't any app say it takes search results like Google, then send everything I search for to themselves? Not a huge leak, but enough of one that I'd think there should be an "off by default" thing, and have the apps ask me first... The stupid South Park game I have just needs to show up in results, but it gets "Search and Siri" by default.

Update: Seems this is just for the stupid Siri suggesting what apps to open thing. Still unsure if there's granular control over what apps are searched inside, or at least clarification as to whether or not they get what I'm typing.

So it seems that is for Siri's pointless suggestion feature which I have off already. I did see results from inside apps though, so the issue seems to be that there isn't a toggle for what Spotlight searches inside and what it doesn't?
