Adding Music From Apple Music, Vs. Purchasing from iTunes Music Store

For example, I added a Tom Petty album from Apple Music. It shows in my library with the little icon (download from cloud). If I indeed download it, do I get charged an extra price? So once again, if I add an album from Apple Music, it shows in my library but doesn't charge me the album price correct?
