Weird iPhone X Notifications behavior

Notice my iPhone X weird behavior.
Unable to swipe down the Notifications from top left of screen. Instead, if I swipe from bottom up, the Notifications appeared.

That's odd. Swiping from the bottom is what essentially acts as the home button.
Have you restarted the device? Click volume up, volume down, then hold the side button until you see the  logo.

Yeah, that is odd. Reset your iPhone. That’s what I recommend.

Had shut down and re-started, but still encountered the same problem when in locked screen.

another option is to reset settings. This will not erase the phone as long as you just choose the "reset settings" option and not the erase option.

settings > General > reset > reset all settings

you'll have to answer things like allowing notifications, location use, etc., for apps (and re-register your faceID) but it can fix a lot of issues that aren't solved by a reboot.
