app store issues.. i need help

When you restored, was it as new, or from a back up?

Wow, this is really messed up.

Make an encrypted backup on iTunes on your computer. Restore your iPhone as new. Don't spend too much time setting it up to your desires but start downloading apps as soon as possible.

Once you've determined it's allowing you to download apps, you have your answer: You need to do a full restore and set your device as new and start fresh.

I would definitely contact Apple again and tell them all you have done to try to fix this. Could it be an account issue? A different rep might make a difference. Show Apple your video. They can see your screen.

That is so frustrating! I would definitely call them again, or, if you're near an Apple Store, visit the genius bar.
