Why am I unable to send text messages to certain individuals from the iPhone 6?

Not able to send text to certain individual from iphone 6

I have one person that is not able to receive my text messages. I tried a fix from the internet, did not fix the problem. please help.
This fix below didn't work.

Launch the Settings app on your iPhone.
Tap on Cellular.
Tap on Enable LTE.
Tap on Data Only.
Reboot your iPhone.
