My DSL is very slow, ATT celluar connection fast, so I want to tether ipad air (no sim card slot) to iphone 5s, but bluetooth tethering is very slow, and so is my iphone/ipad DSL/wifi (yes, redundant). How do I connect 5s to celluar and 5s to ipad (i.e., preventing iphone from connecting to slow DSL)?

Is there a lightning to lighting cable to do this?
