Contact custom ringtones

I've re-added them to my iTunes, synced my phone with my account, yet I can't find them on my phone. Has this feature changed in the last update? I've used these ringtones on my phone for the last few years.

I see them on my iPhone 6s at the top of the list of available Ringtones.

I used to, but since the last iOS update they disappeared. So I am trying to add them again. I'm using an iPhone 5C.
