Why do I have to tap the top of the screen where it is green when I have an incoming call?

Incoming calls on my iPhone 5c pop up with a small green bar at the top of the screen instead of the screen it was before that had the decline and accept buttons. I have matched the settings with another iPhone 5c and still cannot figure it out. Also when my phone is locked, it does not turn on the screen to show me I have a call and I have to unlock my phone and then tap the green bar at the top as well.

I usually see the green band when I'm talking and press the home button to go to an app or somewhere while talking. I've never seen it on an incoming call.

I know what you're talking about. That is what I was thinking. I looked through all the setting and nothing fixes it. I don't know why it is doing it. It was fine yesterday.
