Activate cellular data problem ???

Hi,,
I use iphone 4s with ios 6.0.1 firmware

When I travel from Jordan to UAE , I change my sim to local one and activate the 3g network throw Etisalat carreir , i receive the signal 3g but no internet with (can not activate cellular dat)message pops up ,,,, I did the following steps but still sameproblem \;-


Reset the network

reset all setting

Turn on and off the plane mode

Hard restart

Restore from Backup


I use my sim with my friend phone , its work perfect.


Then I restore the phone from IOS 6.0.1 firmware then its work well, also after sync from backup.

But when i sync my 136 APPs from itunes to the phone , the problem apper again and I can not connect throw cellular data


Is there any link between the Apps and this problem ? which App ???? any solution ??
