I have a lost/recovered iPad mini 2.

This item has not been claimed for over two years. During a clearance of all unclaimed items, it was powered up to insure functionality. How can it be activated? Or can it be?

As stated above, without the Apple ID, you can't use it. No work around at all. You might can sell it for the parts. Otherwise, it's a paperweight.

You can try to plug it into your mac can't you? I have done that with passcode locked iPhones recently. If the iCloud lock isn't locked than you might still be able to do something with it. I believe this is accurate info.
