Spinning circle

I have noticed a couple days ago I have the spinning little circle up in the top corner. What could this be?

You mean all the time? Perhaps looking for cell reception or trying to connect to a wifi hotspot?

All the time. I turned off wifi while I'm in the car to make sure that wasn't it. It's still spinning

Try a hard reboot (hold down power button + Home button at same time - screen eventually will go black and Apple icon appears > release buttons) to see if that clears whatever is causing this. Could be a recent app (or OS install, or cell provider update) that needs to get its ducks in a line.

There's an update pending indeed as we can see the red number one mark in Settings

Doesn't that mean that the device is trying to process network traffic. Ive seen it before on all my devices, when Im opening a web page, installing a new app etc. It should go away whenever that particular process is done. But I would definitely try a hard reboot, and look at your at&t app to see what your data usage is like...

it does it when apps are updating as well.

I had this problem with iOS 10.3 beta, had to wipe the phone, DFU mode then restore.
